Steps

  1. 1
Season the beef with the salt and pepper. Heat the olive oil over high heat in a casserole that can go from hob to oven and brown the meat in batches, 5 minutes each, then lift it out.
  2. 2
Lower the heat, add the onions and fry for 6–8 minutes until soft and golden, then stir in the garlic and tomato paste for 1 minute.
  3. 3
Pour in the wine and let it bubble for 2 minutes, scraping the bottom, then return the beef with the tomatoes, cinnamon, allspice, bay leaves and 500 ml of the hot water.
  4. 4
Cover and simmer gently for 1 hour 30 minutes, until the beef is almost tender. Heat the oven to 180°C/350°F.
  5. 5
Fish out the cinnamon and bay leaves, stir in the orzo and the remaining 700 ml of hot water and bake uncovered for 25–30 minutes, stirring once halfway, until the orzo is tender and has absorbed most of the sauce.
  6. 6
Check it: the dish should still be loose and saucy, because the orzo keeps drinking as it stands; add a splash of water if needed.
  7. 7
Scatter over the grated cheese, return to the oven for 5 minutes until it melts, rest for 5 minutes and serve.
