Steps

  1. 1
Discard any mussels with broken shells or that stay open when tapped. Put the rest in a wide pot with the wine, cover and steam over high heat for 4–5 minutes, shaking the pot, until the shells open.
  2. 2
Tip them into a colander set over a bowl to catch the liquor and discard any that stayed shut. Shell two-thirds of the mussels and keep the rest in their shells for the top.
  3. 3
Strain the liquor through a fine sieve or kitchen paper to remove any sand, then make it up to 600 ml with the hot water.
  4. 4
Heat the oil in a wide pan over medium heat and fry the onions for 8 minutes until soft and golden, adding the garlic for the last minute.
  5. 5
Add the rice and stir for 3 minutes until the grains turn translucent at the edges, then take off the heat and stir in the paprika.
  6. 6
Pour in the hot mussel liquid, add the pepper, bring to the boil and simmer gently, covered, for 12 minutes.
  7. 7
Stir in the shelled mussels, taste for salt — the liquor is already salty, so add little — and cook for 3–5 minutes more until the rice is tender and loose with a little liquid left. Adding the mussels at the end is what stops them turning rubbery.
  8. 8
Off the heat, fold in most of the parsley, arrange the mussels in their shells on top, cover and rest for 5 minutes.
  9. 9
Scatter with the remaining parsley and serve with the lemon wedges and a glass of chilled white wine.
