Steps

  1. 1
    Heat the oven to 200°C/400°F.
  2. 2
Heat 100 ml of the oil in a large pan and soften the onion, carrots and pepper for 8 minutes. Add the mushrooms and cook on high heat for 6–8 minutes, until their liquid evaporates.
  3. 3
Add the potatoes and grated tomatoes and stir for 3 minutes, then take off the heat and season with the paprika, savory, salt and pepper.
  4. 4
Spread the mixture in a 25 × 35 cm baking dish, pour over the hot water and bake for 40 minutes, until the potatoes are tender.
  5. 5
For the topping, warm the remaining 50 ml of oil in a small pan, stir in the flour and cook for 2 minutes without browning, then whisk in the cold water and cook, whisking, for 3–4 minutes until thick and smooth.
  6. 6
Pour the topping evenly over the moussaka.
  7. 7
Return to the oven for 20–25 minutes, until the top has set and browned in patches.
  8. 8
Rest for 15 minutes before cutting, so the moussaka holds its shape.
