What is the NATO phonetic alphabet?

It is the international radiotelephony spelling alphabet (ICAO/NATO) where each letter has a code word — A = Alfa, B = Bravo, and so on — so letters are not confused over a noisy connection.

Why "Alfa" and "Juliett" instead of "Alpha" and "Juliet"?

The spellings are deliberately changed for non-English speakers: "Alfa" (not "Alpha") and "Juliett" with a double "t" so they are pronounced correctly.

How are digits pronounced?
